To get Rayquaza in Pokemon Scarlet & Violet: The Indigo Disk DLC, you first need to finish the Indigo Disk DLC story quests. After you have completed the DLC and the end credits have been played, you will need to head to the Blueberry Academy. Once there, go to the right side of the entrance, where you will meet a new NPC calledSnacksworth.
Talk to Snacksworth to learn about the Legendary Pokemon. He will give you clues on where to find each legendary Pokemon but with a certain condition. For every ten BBQ quests you complete, you will get one clue regarding the Legendary Pokemon’s location. Moreover, all of the BBQ quests you have completed to this point will count.

However, he will give you clues for a random Legendary Pokemon after every ten BBQ quests. There is no particular order in which he will give clues. You will have to keep completing ten BBQ quests until you get a clue regarding Rayquaza.
